Russian soldiers holding hand grenades walked through Konotop as the city’s administration faced a Russia ultimatum to surrender.
The Russian delegation threatened the city with destruction.
Footage shows Russian representatives walking back to their tank.
Mayor Artem Semenikhin was filmed addressing crowds about the offer.
He tells the crowds: "Either I surrender the city to them or they will completely destroy it."
