The speaker of the National Assembly Justin Muturi wants the deadlock on implementation of the two-thirds gender rule subjected to a referendum to enable Kenyans to have a final say on the issue. Muturi says it is impossible to enforce article 27 of the constitution because it sharply contradicts article 38 on political rights which allows any Kenyan to contest for any seat and Kenyans to elect whoever they prefer.
